How early should I engage you before the tender closes?
Honestly, as early as you have the tender documents in hand. A typical tender response engagement takes 5–10 business days for medium complexity — longer if a full WHS Management Plan or SWMS pack needs to be built from scratch. We can turn around urgent jobs faster, but the work is always sharper when there's time to read the tender properly, ask clarifying questions, and refine the response. If you've got the tender now and it closes in 3 weeks, that's the sweet spot.
What if we don't have a WHS management system yet?
That's actually one of our most common engagements. Many small contractors find themselves invited to tender for work that requires WHS documentation they don't have yet — full policies, procedures, registers, training matrix, prequalification readiness. We build the whole framework from scratch (typically $8,000–$15,000 depending on size), and write the tender response on top of it. The output isn't just a document set — it's a tender-eligible business.
Do you write the response itself, or just review what we draft?
Both, depending on what you need. For most engagements we write the response — reading the tender, mapping the criteria, drafting the answers, sourcing the evidence, and packaging it submission-ready. For experienced contractors with in-house writers, we offer a review service instead ($750–$2,500) — read your draft, flag weak answers, sharpen language, identify missing evidence. Either way, you stay in control of what gets submitted.
Do you have experience with Rio Tinto OASIS, BHP, Fortescue, Avetta, Cm3, ISNetworld, Achilles and ConsenSys?
Yes — direct experience across all of those systems. Each has its own structure, language and evidence requirements. Submissions typically run $1,800–$4,000 per platform depending on whether it's a fresh submission, an annual renewal, or responding to a clarification request from the platform's reviewers. We handle the upload work, the document preparation, and the back-and-forth with the platform until you're approved.
Will you sign NDAs and confidentiality agreements?
Yes — and we expect to. Tender documents are commercially sensitive, and most contractors require their consultants to sign NDAs before sharing anything. We're happy to sign your standard agreement, or work to one of the major-builder forms we've seen before.
Can you support us after we win the tender?
Yes. Winning the tender is one thing — making good on the WHS commitments you've put on paper is another. Post-award mobilisation support includes on-site walkthroughs, toolbox delivery, supervisor coaching, document rollout to crews, and close-out documentation for the client's WHS team. Engagements are typically hourly at $200/hr, or fixed-fee depending on scope. Same consultant who wrote the response sees it through to delivery.
Can you cover regional and remote sites?
Yes. Rob Winchester services all of Western Australia — Perth metro, the South West, Goldfields, Mid-West, Pilbara and Kimberley. Most of the tender writing work is done remotely (over phone, email and screen-share), with site visits arranged where they materially improve the WHS Management Plan or where the client wants face-to-face engagement.
